Oil and Gas Project Management Under Policy Disruption and Supply Chain Pressure
This project was the biggest in the history of the local Brunei entity. The Champion Waterflood , Brunei’s largest oil and gas field, representing 40 percent of the country’s production required six new offshore platforms across its first phase alone.
Challenge
This huge project was being executed at the same time as two other sizeable projects, over stretching local capabilities and supply chains to the limits. Allied to these, a sudden government policy change undermined the very fundamentals of the project and halted progress in construction for over a year.
Solutions
We employed detailed integrated construction sequencing (including scaled physical models) in the sole local fabrication yard to identify the optimal path of construction for all projects,
Further, integrated risk management and risk-adjusted cost and schedule re-estimating with detailed contingency allocation were employed to secure a reconfirmation of the investment decision by the CEO once the government policy change was resolved.
Outcomes
Upon government policy resolution we were able to gain rapid reconfirmation of the investment and all modules were delivered on-time and on-budget from the fabrication yard to the offshore installation contractor.
